Exporting Checklist

The following is an itemized list of the information and documentation required for importations into Mexico. If you are a new exporter, this checklist should assist us in expediting your first shipment and avoid any unnecessary delays here at the border:

Statistical information.
As the Importer of Record, the purchaser must provide their complete corporate or business style, address and RFC identification number (equivalent to the IRS Tax ID). This information must be included on the Power of Attorney form (Carta de Enconienda) together with the Cedula Identification card.

Mexican Customs Power of Attorney (Carta de Encomienda) (View forms & instructions)
Known as the “Carta de Encomienda” required by Mexican Customs regulations for all imports. This must be provided directly to the broker by the Mexican purchaser and or consignee giving authorization to handle transactions with Mexico Customs on their behalf.

Registered as Importers (Padron de Importadores)
All Mexican importers must be registered as Importers with the Mexican Treasury Dept. (Secretaria de Hacienda). This certifies that they meet certain importing requirements as prescribed by Mexican Customs regulations and allows for the Mexican broker to handle the transactions electronically on their behalf.

Registration of assigned Mexican Broker (Cargo conferido de Agente Aduanal)
The importer of record must register the assigned Mexican broker with the Mexican Treasury Dept. This provides official authorization to the Treasury Department directly from the importer in Mexico and allows the broker to validate entry information electronically on their behalf.

Documentation/information required
A complete description of the goods and detailed commercial invoices, packing list and certificates of origin will be required. In addition, we will need copies of any additional information such as Certificates of Analysis, Material Safety Data Sheets, Mill certificates, etc. all of which will assist in the classification and included in our original entry documentation to be submitted to MX Customs.

Marking/No-Labeling waiver (Carta No etiquetado)
All merchandise must be marked to indicate the country of origin. Additional requirements are applicable to special merchandise such as textiles, edible products and that for repackaging. Certain exceptions apply such as merchandise incapable of being marked, and that for industrial use not to be resold in its imported state directly to consumers all of which require a “No labeling declaration” (carta de no etiquetado) from the importer.

Declaration of value (manifestacion de valor en aduanas)
Valuation and appraisement form provided directly to the importer as per Mexican Customs regulations.

Special permits/declaration (Maquila/Pitex/Automotriz)
Merchandise imported temporarily for processing or the like, the foregoing to be re exported, requires a special MAQUILA, PITEX OR IMEX permit which must be provided by the importer in order to take advantage of reduced or free tariffs as allowed by Mexican Customs regulations for all temporary imports.

User Fees.
In addition to the regular duty rate, if applicable, there is a Mexican Customs Value Added Tax (IVA) of 16% of the declared value together with a User Fee (DTA) assessed at .008 of the value all of which are required at time of importation. Products under NAFTA or temporary import programs are currently free of duty/DTA.

Classification/Duty
Please provide a detailed description of the goods and as much information as possible or literature on your product in order to properly determine the requirements, classification, appraisal and applicable duty rates.

Outlays and Services
Since Mexican Customs requires payment of all duties, fees and taxes prior to importing, we require advances including prepayment of all services and cash outlays involved. Once your shipments arrive at the border, they are classified and our request for duties and related fees is immediately sent to the party responsible. Once payment is received, your shipments are immediately cleared for shipment to final destination in accordance with your shipping instructions.
